All passengers traveling to Mexico must have a passport in order to get through customs. It is no longer enough to have a certified birth certificate.
When booking your flight, request that the airport tax be added to the cost of your ticket (at this writing, the airport tax was $60 USD), so you don't have to worry about paying it out-of-pocket on your trip home. If your family is like mine, you will want to pay all these costs ahead of time.
And here's another little tidbit: while you're waiting in line to pass through customs in Cabo San Lucas, do not take photographs. On my last trip to Cabo San Lucas, I took a photo of the money exchange booth for my web site and I was admonished by the customs agent. Apparently, taking photos in customs is not allowed. Ah, well, live and learn.
